Preconstruction Manager

Reports to the Project Director, has primary responsibility for all preconstruction activities on $300 Million Dollar Progressive Design Build project at LAX, including developing preliminary budgets, value engineering, preconstruction schedules, procurement plan, prequalification of subcontractors, detailed take-off and estimating, definition of bid package scopes, the subcontractor/supplier bidding process, evaluation of bids, presentation of detailed estimates of the work, evaluation of alternatives and comparative studies, assists the Project Director in buying-out the project. Manages and is responsible for the work of Estimators, Estimating Engineers & Assistant Estimators where assistance is needed to meet the preconstruction schedule.

 

Essential Duties and Responsibilities

-Responsible for the accuracy of the estimate. Review drawings, specifications and all other construction documents and make Project Managers, and Project Director and others involved in the project aware of construction related problems, completeness of information, and potential risks involved in General Conditions and Supplementary Conditions.

-Participation in the preparation of construction schedule for estimating purposes, requests and discusses staffing requirements, plant and logistics plan with Project Manager and Project Director.

-Participation in the preparation of General Conditions estimate and reviews with Project Director and any other senior project staff that might have been assigned to the project.

-Responsible for the preparation of preliminary, schematic, design development, and construction estimates and studies during preconstruction, monitor design development cost trends in order to detect over-runs and potential problem areas.

Participates in the value engineering process.

-Maintain current all estimating records, studies, unit prices, etc

-Assists Project Director in evaluating and analyzing subcontractor proposals and in preparation of subcontracts.

 

Qualifications

A four year college degree in engineering, construction management, building construction or similar is preferable and a minimum of eight years of estimating experience with a concentration in Roadways, Utilities and Heavy Highway Construction Projects. Knowledge of building construction, materials, systems, market conditions and trade practices. Conceptual ability to work with minimum information and Quickly develop an understanding of the Owner/Architect requirements. Demonstrate imaginative, innovative and succinct approach to a project. Excellent oral and written skills required. Excellent computer skills and familiarity with Microsoft office suite programs. Knowledge of HCSS HeavyBid desirable.
